DPA's obligation to pay for legal assistance

The DPA does not employ the attorneys who provide legal assistance pursuant to these guidelines. The attorneys are independent contactors and by these guidelines, the DPA only undertakes the responsibility to pay for the legal assistance that is covered under the guidelines, but is not responsible for the services performed by the attorneys.
